报告内容摘要:
Does more precise screening make venture finance fairer to women founders? The prevailing view holds that it does, because screening on track records leaves less room for investors' stereotypes. We show the opposite: precise screening enlarges discrimination against women and hides it from view. The prevailing view presumes that track records are neutral measures of quality, but they are not. Records are built in entrepreneurial ecosystems through gendered networks, legitimacy and learning, so women's upstream disadvantage is written into the very signals investors rely on. The more precisely investors screen on these records, the more faithfully they pass that disadvantage on as an apparent difference in quality, without holding any bias. Because founders' true quality is unobservable in real data, we develop an agent-based model of multi-stage venture finance in which it is known, calibrated to 91,480 Chinese early-stage financing events. In the model, women founders of equal quality are less likely than men to obtain first-round funding, and this gap widens from 3.7 to 13.1 percentage points as screening becomes fully precise. Yet the outcome test, the standard method researchers use to detect discrimination, which asks whether funded women's ventures outperform funded men's, finds none. We call this difference between the discrimination that exists and the discrimination the test detects the detection gap. The gap originates in the records: remove their gender discount, and it disappears. Follow-on investors also fund on the same records, which holds back funded women's ventures and erases the performance advantage the test looks for; this reuse accounts for two-fifths of the gap. The ecosystem processes that build the records matter more for whether discrimination is visible than for how large it is: removing them from the model narrows the gap by 78 percent but reduces discrimination by 30 percent. Precise screening thus enlarges discrimination while removing it from view. Finding that funded women perform no better than funded men is therefore no proof of fair financing; fairness must be assessed by comparing who gets funded at the point of selection.
